通过toolchain安装CP2K依赖的库时，spglib库文件下载地址https://github.com/atztogo/spglib/archive/v1.16.2.tar.gz打不开了，有这个库的资源吗？或者不安装这个库可以吗？

Minor release to fix the outdated url for Spglib in the toolchain ( #2262 ).

The tagged version (v1.16.2) isn't available at atztogo/spglib, so the install process crashes when attempting to download the source.
